Selling a Lake Forest home? The sewer inspection comes first

The city has its own rule here, and it catches plumbing problems on the way to closing.

A city ordinance requires a Home Sewer Inspection when water billing is transferred on the sale of a single-family home or duplex. The inspector checks downspouts, sump pumps and yard drains for connections to the sanitary sewer that should not be there. The city charges a set fee, a lower fee for re-inspection, and schedules the visit within 10 working days. Permits are needed before any correction work.

A sump pump that discharges into a floor drain is the classic failure, and it is a plumbing fix, not a paperwork one. We reroute the discharge, test the pump and check the lateral with a camera from our sewer camera inspection service so the repair list is complete before the inspector arrives.

An old core around a much newer ring

Lake Forest has 7,282 housing units in the latest Census estimate. About 18 percent, 1,310 homes, date to 1939 or earlier, and about 31 percent went up before 1960. Yet the median build year is 1976, because roughly 2,900 homes were added from 1980 to 2009. The result is two very different plumbing stocks in one city.

Lake Forest homes by year built, ACS 2020 to 2024
BuiltHomesTypical first check
1939 or earlier1,310Supply pipe material, drain stacks, shutoff age
1940 to 19792,650Original copper joints, sump pits, aging heaters
1980 to 20092,870Water heater age, valve seats, fixture supply lines

With about 89 percent of homes owner-occupied, the person on the phone is nearly always the one paying for the fix. For houses of the oldest group we often recommend repiping in stages instead of chasing one leak after another.

How a Lake Forest backup visit runs

  1. Phone triage

Dispatch, staffed around the clock, asks where the water is entering, whether a sump pit is full and where the main shutoff sits.

  2. Stop the damage

We confirm the shutoff, pull standing water from the work area and make the electrical hazard safe.

  3. Find the source

A camera and a flow test separate a floor drain problem from a lateral problem.

  4. Price it out loud

You get the cause, the repair options and a clear price before any cutting or digging starts.

  5. Permit check

The city lists plumbing, water heater and sewer permit applications, so we tell you what to confirm with the building department.

Ravines, bluffs and four inches in four hours

In the July 2017 storm, Lake Forest saw about four inches of rain in four hours, which the county estimated as roughly a 70-year event. The city says heavy stormwater can overload the sanitary sewer and push wastewater back into homes, and it names flushable wipes as a cause of blockages. It also recommends a battery-powered backup sump pump.

The city's ravine pages describe slope drains and retaining walls at Forest Park and restoration work at Seminary Ravine, so homes near the bluffs deal with moving water above and below the foundation. For repeated basement flooding the city offers a free consultation through Public Works, and we can handle the plumbing side through basement waterproofing once you know the cause.

Lead service lines: two estimates, one answer

Lake Forest states that its treated water and its roughly 168 miles of water mains carry no lead. Privately owned service lines are another matter, and the city's own figures vary. Its Water and Sewer page estimates about 400 properties may have a private lead service line, while an older FAQ said about 300 homes.

Either way, the homeowner owns the line. A permit is needed to replace it, and the city waives the permit fee. If you want to know what is coming into your basement, our water service line repair team can identify the material and quote the replacement.

What drives the cost of a Lake Forest repair

What changes the price

Every job here starts with a clear price. The numbers move on these points.

Age of the pipePre-1940 supply and drain pipe is more likely to need extra sections replaced once a wall is open.
Ravine and slope accessEquipment and pumps are harder to place on a steep or wooded lot.
Inspection and correction scopeSale-driven inspections can turn a single fix into several, and permits come first.
Camera and diagnostic timeA long lateral or a house with unknown history takes longer to map.
Hour of the callOvernight and holiday visits carry an after-hours charge we state upfront.
Sewer backup coverage is often an add-on to a homeowner policy, so read your declarations page before you assume it applies.

Before We Arrive in Lake Forest

Before We Arrive

Close the main

Find the valve where the line enters the house and turn it clockwise. Open one low faucet to relieve pressure.

Quiet the system

No flushing, no washer, no dishwasher while a drain gurgles. The sump pit and the sewer both have limits.

Check the sump pit

If the pump has stopped and the pit is full, do not reach into the water. Tell us what you saw and we will advise.

Gather the paperwork

For a pending sale, keep the inspection notice or contract date handy so we can plan around it.

Local note

City systems behind the plumbing

Lake Forest runs its own Lake Michigan water plant, drawing from 42-inch and 24-inch intake pipelines, and it keeps separate sanitary and storm sewer systems. Sanitary flow goes to a treatment plant on Clavey Road operated by the North Shore Sanitary District, which bills treatment separately from the city's sewer charge. The city had 19,367 residents in the 2020 Census across 17.2 square miles.

The plumbing code the city adopted is the Illinois State Plumbing Code as modified by Chapter 150 of the City Code. Permit applications for plumbing, water heaters and sewers are filed with Community Development at City Hall, 220 East Deerpath. Ask them if your job needs one. Next door, Lake Bluff and Libertyville are on our dispatch map too.

Yes. For single-family homes and duplexes, an inspection is required when water billing transfers on sale. It looks for downspouts, sump pumps and yard drains tied into the sanitary sewer. A re-inspection is available after corrections.

The city has a Water Heater Permit application, but its page does not describe every case. Ask the building department about your replacement, and we will walk through the steps with you.

The city says its mains and treated water are free of lead, but about 400 private lines may contain it by the city's current estimate. We can identify yours during a visit and plan the replacement.
